CHA eyeing design contract

It takes a lot of contracts to make the Chicago Housing Authority run.

CHA Commissioners will vote tomorrow on whether to grant, modify or extend contracts to five separate companies or nonprofits, the least of which is valued at $116,000 and the largest at $4.8 million.

They'll do the considering at the meetings of two of their three standing committees, and the recommendations will go to the full Board of Commissioners six days later. The Operations and Facilities Committee will meet at 1 p.m. in room 304 at the CHA's downtown office, 60 E. Van Buren St. The Finance & Audit Committee will convene a half hour later.

The largest contract to be awarded is for design consultation on several types of CHA properties, including dwellings for seniors and families, scattered sites and non-residential buildings. It will likely go to CSA Great Lakes, an engineering services company.

The finance committee also will weigh whether to pay $4.1 million to extend a different contract for another two months. For the last 13 years Quadel Consulting Corporation has held the contract to administer the CHA's voucher program. (Recipients apply the vouchers toward market-rate rents in private housing.)

Quadel, a private company, has eight offices around the country; its Chicago subsidiary, CHAC, is located in the same building as the CHA at the corner of Wabash Avenue and Van Buren Street.

Quadel's latest contract with the housing authority expired at the end of 2007, says CHA Director of Communications Bryan Zises. The extension would ensure a seamless transition to the company that receives the voucher administration contract for the next five years.

The finance committee also will recommend that the full board of commissioners accept a $100,000 grant from the MacArthur Foundation. It will be divvied between the Corporation for a Skilled Workforce, Chicago Jobs Council and Project Match, all of which help low-income people find work, either directly or through research on workforce development.

The full board will meet 8:30 a.m. Feb. 19 at 1312 S. Racine Ave.
