Daley shuffles cabinet

Mayor Richard M. Daley named four new top administrators today, including commissioners of the departments of fleet management and streets and sanitation. 

Daley appointed Michael Picardi as new commissioner for the Department of Fleet Management. Picardi, a 30-year city employee, previously served as  commissioner of the Fleet Management Department from 2002-2005.

He returns to that post after four years as the top official at the Streets and Sanitation Department.

He will be replaced there by Thomas Byrne, currently the head of the city's Transportation Department.

Daley also announced that Vance Henry, currently director of the Police Department's CAPS program, will become a deputy chief of staff in the mayor's office. 

Phillip Hampton, assistant director of the Police Department's CAPS program, will be promoted to director.
