Gregory Tejeda's Chicago Argus column is a favorite read. Several weeks ago a free newspaper discussed how an idea becomes law in a very conceptual way. Tejada takes on Rod Blagojevech's budget process in a very matter of fact discussion of what actually happens. It demonstrates, much more effectively than that free newspaper, why citizens should take an interest in government.
